At its 14th meeting the Advisory Board of the EU Border Assistance Mission to Moldova and Ukraine (EUBAM) reviewed the Mission’s achievements supporting the development of EU standards in border management with the Moldovan and Ukrainian border guard and customs services, law enforcement agencies and government institutions. The meeting was chaired by the Head of the EU Delegation to Ukraine, Ambassador José Manuel Pinto Teixeira. The Advisory Board took note of the EUBAM Annual Report for 2008-2009 and EUBAM Activity Report for December 2009 – June 2010. The reports provide an overview of the activities undertaken and progress achieved by both the Mission and its partner services. The Advisory Board highlighted the good cooperation between EUBAM and the partner services in a number of areas, including implementation of the Joint Customs Declaration, the upgrading of information exchange, implementation of joint border control operations, common analytical work, capacity building, training programmes and public communication. The Board welcomed the developments in supporting the implementation of the integrated Border Management (IBM) concept in Moldova and Ukraine, particularly the systematic involvement of EUBAM in the creation of the Ukrainian and Moldovan IBM strategies as a result of the joint EUBAM and State Border Guard Service of Ukraine International Conference on ‘Integrated Border Management: achievements and Way Ahead’ on 14-15 of April in Kiev. The Board also drew attention to the successful increase of the Mission’s capacity building efforts with partner services and increased engagement with the Moldovan services through the EUBAM Liaison office in Chisinau which was opened in December 2009. The Advisory Board is composed of the representatives of the Ministry of Foreign Affairs and European Integration of the Republic of Moldova, the Ministry of Foreign Affairs of Ukraine, the Moldovan and Ukrainian customs and border guard services, the European Union Delegations to Ukraine and Moldova, the EU Special Representative for Moldova, the United Nations Development Programme (UNDP), as well as the Organisation for Security and Co-operation in Europe (OSCE). The following institutions have observer status: the Ministries of Internal Affairs of Moldova and Ukraine; Ministries of Justice of both countries, the information and Security Service of Moldova, Security Service of Ukraine, the General Prosecutors Offices of both countries and the International Organisation for Migration (IOM).
