Elections to the European Parliament took place on 10-13 June 2004. The 2004 elections have continued the downward trend in voter participation in European elections. In the new Member States, only slightly over a quarter of the electorate took part.

Regarding the balance of power in the European Parliament, the Group of the European People’s party (Christian Democrats) and European Democrats (EPP-ED) remains the largest political group with 279 seats in the European Parliament.

The next largest group is the PES Socialist Group with 199 seat in the European Parliament, followed by the European Liberal Democrats and Reform Group (ELDR) with 67 seats, the Greens/Europe Free Alliance (EFA) Group with 40 seats, the European United Left/Nordic Green Left (EUL/NGL) Group with 39 seats, the Union for Europe of the Nations Group (UEN) with 27 seats, the Group for a Europe of Democracies and Diversities (EDD) with 15 seats, and other political groups with 66 seats. A new pro-European centrist group and a new anti-European group are on the cards.
