| 8 October 2009 A thirteenth round of negotiations between Ukraine and the EU concerning conclusion of the Association Agreement took place in Kyiv. The Ukrainian delegation was headed by Deputy Minister of Foreign Affairs K.Yeliseev; the EU delegation was led by Deputy Director General for External Relations Hugues Mingarelli. According to Mr.Mingarelli, the parties discussed political cooperation, cooperation in the filed of security, investments and home affairs and other important issues, as well as the principles and goals of the Agreement. Deputy Director General for External Relations also said that negotiation on all major sections of the Association Agreement will be complete by end of this year, with exception of the section related to the free-trade area. Mr.Yeliseev proceeded to add that this was not just another bilateral instrument setting forth the legal framework for development of relation between Ukraine and the EU in the medium term, but the document that will in fact define the strategic political, social and economic objectives for Ukraine and determine the direction for the comprehensive reforms in Ukraine.
