UNHCR publishes Gaps Analysis Framework for Statelessness

UNHCR has published a document titled “Statelessness: An Analytical Framework for Prevention, Reduction and Protection”. This document complements the “Protection Gaps Framework for Analysis: Enhancing Protection of Refugees” and the inter-agency tool “Protection of Conflict-Induced IDPs: Assessment for Action”.

The Framework is designed to identify causes of statelessness, obstacles to acquisition of nationality and the risks faced by stateless persons as well as to highlight the capacities of all concerned stakeholders to address those causes, obstacles and risks. It thereby allows a comprehensive analysis to be made of gaps in both the legal framework and practice, as well as unmet needs of stateless populations, based on a methodology which uses questions that focus on the principal issues which arise in the context of statelessness. It should serve as a basis for the collaborative development with partners of short and long-term strategies that support States in preventing and reducing statelessness and ensuring the rights of stateless persons, including inter alia the right to a nationality.
