Refugee Protection and Human Trafficking

The UNHCR Compilation of selected reference documents related to human trafficking is divided into three parts. Part I contains universal instruments and policy relating to human trafficking. It covers relevant documents of international criminal, human rights, refugee and labour law. Part II contains regional law and policy relating to human trafficking. Part III contains references to additional sources.

Victims of human trafficking do not fall within the mandate of UNHCR as a group, but individual trafficking victims can trigger the Office's engagement when their particular situation bring them within UNHCR's area of responsibility. UNHCR has a responsibility to ensure that persons under the Office's mandate do not become victims of human trafficking. UNHCR also has a responsibility to ensure that individuals who have been trafficked an who have a well-founded fear of persecution if returned to their country of origin are recognized as refugees and afforded protection.
