| The first round of talks between Ukraine and Europol as to drafting of an agreement on strategic cooperation was held on 13 October 2008. The Ukrainian party was represented by a delegation, endorsed by the President’s Decree of 25 September 2008, which included experts from concerned Ukrainian central executive authorities and institutions. The delegation was headed by Vasyl Marmazov, Deputy Minister of Internal Affairs of Ukraine. During the talks, the two delegations reached agreement on basic key matters of the draft Agreement, particularly identification of the areas of combating crime, covered by the Europol mandate, and a procedure of their application in the course of implementation of the Agreement. They discussed an organizational framework for cooperation between Ukraine and Europol, arrived at a consensus on the notions and principles laid down in the draft Agreement, and defined a procedure of taking effect by the Agreement and amending it. Besides, Europol provided the Ukrainian party with the Europol Information Confidentiality Rules based on which Europol decides on a procedure of restricted information sharing with Europol member states.
