The first meeting of the Steering Committee took place at UNHCR office in Kyiv, Ukraine on 11 June 2003. The Steering Committee elaborated a draft 12-month work plan, confirmed the appointment of two experts working in the Secretariat, and gave guidance for further Secretariat activities.
