Ukraine and Hungary organizes “small cross-border movement”

10 December 2007

21 December, on the Schengen area enlargement day, Ukraine and Hungary are going to sign an agreement on small cross-border movement. Details of the document were reported in Lviv by Joszef Bendeca, Chief Border Representative of the Republic of Hungary.

According to him, residents of the 50-km border zone – some 700 towns and villages – will have an opportunity to cross the Ukrainian-Hungarian border by special certificates without a Schengen visa.

The certificates may be issued to citizens living close to the border for at least 3 years. They have to provide appropriate documents to consular departments in the towns of Berehovo, Uzhhorod, and Niredhaza.

Still one issue remains. “With this certificate they have no right to leave the 50-km zone; those willing to travel further on the Hungarian territory must have a Schengen visa in their foreign passports”, Bendeca said.

The certificate will be issued for the duration of the foreign passport but not longer than for 5 years. The cost of the document will amount to 20 euros. Pensioners, minors, disabled children, and disabled persons with mental deficiencies will be able to receive the certificate free of charge.

The Head of the Ukrainian Border Guard Service Mykola Lytvyn reported that similar agreements will be in place with Poland, Slovakia, and Romania.
