The meeting took place in Lviv on 5 December, between the border services' heads, who discussed results of their work in 2007 and also development of border cooperation. Discussing the situation at the Ukrainian-Hungarian border, Lytvyn and Bendek marked that common problem at the border is illegal migration and smuggling.

The heads also said that provision of the agreement between the Cabinet of Ministers and Hungarian government on transfer and acceptance of people via common state border had been fulfilled. The sides studied possibilities of mutual patrolling on Tisza River to stop smuggling and illegal migration. To continue development of bilateral and multilateral relations in improvement of guarding the mutual border, the sides set cooperation directions. The priority directions are preparation of measures for fulfilment of intergovernmental agreement on minor border transit after it takes affect; prolongation of drafting agreement on control over border crossing at car and railway checkpoints; further development of cooperation between border guard and border control units.
