| 23 November 2007 According to Marek Helm, manager of the project for merging of three MoI agencies - police, border guards, and nationality and migration department - the main goal of this activity is to involve representatives of all these agencies in the direct process. “It is very important to involve people in planning of the entire process right from the start and keep them informed on developments throughout the process”, Helm said. “During information days we will provide a review of factors affecting future internal security – enlargement of the Schengen legal space and technology development, as well as influence of demographic changes upon security maintenance in Estonia. We will also present the model of management system initiated by the Ministry of Interior”, Marek Helm explained. The information days aim to listen to the opinions expressed by internal security specialists by regions - what they think of risks related to merging of the departments – in order to plan risk reduction activities in time. “It’s important to listen to people’s views and suggestions: what should we do to avoid duplication of functions and actions with large resource expenses in security maintenance”, Helm noted. The proposal to merge police, border guards and the Nationality and Migration Department into a single security maintenance agency was submitted to the minister of interior by a working group consisting of the MoI management and general directors of MoI departments in May 2007. The merging project will be implemented by 2010. Its main goal is to develop organization of the MoI management scope in a way to let it cope with the task of maintaining security in the quickly changing world.
