| 30 May 2007 On May 22-25, IOM observed pilot recruitment procedures of enlisted (contracted) State Boarder Guard Service personnel in relation to objectivity and impartiality. Observers included: Stanislav Novodranov (chief of the recruitment section for enlisted personnel in the Mobilization Department of the Ukrainian border guards), Ukrainian short-term expert retired General Anatoliy Makarov, one Hungarian expert, one Polish expert, and IOM’s Long-Term Advisor. Seventy-six of 130 recruits were selected. In order to improve pilot recruitment procedures, HUREMAS expert observers recommend accelerating the creation of regional recruitment centers. They contend that official adoption of the draft “Regulation on Career Development of Citizens of Ukraine Serving in the State Border Guard Service of Ukraine” would be a positive step toward strengthening new recruitment procedures. HUREMAS experts commented that the Orshanets pilot recruitment process could serve as the basis for a model, which could be to be used at the National Academy of the State Border Guard Service of Ukraine. Conscripts will be recruited in spring 2007 and for the last time in autumn 2007; approximately 1,000 positions need to be filled during each period. SBGS interlocutors have speculated that only approximately 800 recruits are expected for each class. Thereafter, based in part on HUREMAS recommendations, conscription will cease.
